Apply for early listing of your chemical on the Inventory

If you’re an assessment certificate holder, you can apply online for your chemical to be added on the public Inventory before the 5 year non-listing period expires.

Chemical data providers (including foreign entities): You cannot initiate an application on behalf of a certificate holder. Only certificate holders can start the early listing application form. To provide chemical information for an application, sign up (enrol) to NICNAS Business Services.


Important information

  • There is no fee if you apply within 28 days of the date that you received the certificate from us.
  • There is a fee if you apply for early listing after this 28 day period.
  • If you are a joint certificate holder, all other holders of that joint certificate must agree to your application before you can submit it to us.
  • You must have a CAS number and name for your chemical before submitting your application.
  • You cannot apply for a chemical to be early-listed on the confidential Inventory.

  • Who can apply

    Any holder of a current assessment certificate that is less than 5 years old (chemical has not yet been listed on the Inventory).

    If there are joint certificate holders for the same chemical

    We will contact each joint certificate holder and ask them if they agree to apply for early listing. All joint certificate holders must agree to the early listing, before you can submit your application. If any joint certificate holder disagrees with early listing then you cannot submit your early listing application and we will notify you.

  • Information you must provide

    Your chemical’s CAS preferred name and CAS number are mandatory.

    Molecular formula is optional.

    You have the option of providing these details yourself (as the assessment certificate holder), or nominating another party to provide the information.

    If another party holds the chemical information

    If another party is submitting information about your chemical’s identity (CAS name and number), they must sign up to NICNAS Business Services as a chemical data provider before you apply for early listing. Your chemical data provider can be Australian or international.

  • When you can apply

    You can apply for early listing any time after you receive your assessment certificate and before the 5 year non-listing period expires.

    We’re currently transitioning to a new online system. Please wait up to 3 working days after receiving your certificate for it to appear in your NICNAS Business Services portal before applying.

  • How to apply

    Apply online through NICNAS Business Services (login required). New users can sign up for free.

    Click on ‘View your certificates and confidentially listed chemicals’. Select ‘View details’ for the chemical you wish to apply for and click ‘Apply for Early Listing’.

    If another party is providing the chemical information

    In the application form you must provide your chemical data provider’s details in relation to their NICNAS Business Services enrolment:

    • NIC ID number
    • Contact person’s first name
    • Contact person’s last name

    You must contact your chemical data provider and ask them to give you these details as we cannot give you this information. If they don’t have this information, they can get them by signing up to NICNAS Business Services.

    Once you’ve entered their details, verify your chemical data provider by clicking Verify. We will contact them and ask them to submit their information through NICNAS Business Services.

  • After you submit your application

    We’ll contact you by email if we require further information and when we have processed your application. You’ll be able to track and view the outcome of your application online through NICNAS Business Services.

    If your application is successful, your chemical will be listed in the public (non-confidential) Inventory and searchable on our website. We will publish the CAS name and number of your chemical in the Chemical Gazette which is published on the first Tuesday of each month.

    If other parties (other than your joint certificate holders) hold assessment certificates for the same chemical

    We will contact all other certificate holders and ask them if they have objection to the early listing. If any of them objects to the early listing then the application cannot proceed and we will notify you.

  • Fees

    If a fee applies, we will process your application after we receive payment. Also, if a fee was paid and an objection is lodged, we will refund the fee.

    If another party is paying the invoice

    The invoice payer must be enrolled in NICNAS Business Services. In the application form you must provide the payer’s:

    • NIC ID number
    • Contact person’s first name
    • Contact person’s last name

    You must contact your invoice payer and ask them to give you these details as we cannot give you this information.

    Once you’ve entered their details, click Verify. We’ll send them a notification email and they will be able to download the invoice online through NICNAS Business Services.
