Why are moisturisers with sunscreens for a secondary purpose limited to SPF15? While fulfilling a primary cosmetic purpose, these products also fulfill a secondary purpose of providing a reasonable level of sun protection. SPF15 is selected as a cut-off to avoid substitution of these products for primary sunscreen purposes. Due to the public health importance of primary sunscreens in protecting Australians from the harmful effects of the sun, a cosmetic that contains SPF for a secondary purpose must not be marketed as a primary sunscreen. This is reflected in strict conditions applying to secondary sunscreen in cosmetics.
