Cosmetics FAQs What is a new cosmetic ingredient? A cosmetic ingredient is considered a “new” chemical if it is not on the Australian Inventory of Chemical Substances (AICS), or if it is listed on the AICS with a condition of use and the proposed use does not meet the condition. More information about the AICS is available at http://www.nicnas.gov.au/Industry/AICS.asp.
