What is the Cosmetics Standard?

The Cosmetics Standard 2007 describes the requirements for six cosmetic product categories and came into force on 17th September, 2007. Cosmetic products that fall within these six product categories must comply with the general requirements that apply to all cosmetics as well as the product-specific requirements detailed in the Cosmetics Standard 2007. The product categories are:
 

1. Face and nail         - Tinted bases/foundation with SPF
                                 - Lip products with SPF

2. Skin care                - Moisturising products with SPF for dermal
                                   application
                                 - Sunbathing products with sun protection
                                   for a secondary purpose SPF ≥4 and ≤15

3. Skin care                - Antibacterial skin products

4. Skin care                - Anti-acne skin products*

5. Oral hygiene          - Products for the care of teeth and mouth

6. Hair care                - Antidandruff products*

*Anti-acne skin products and antidandruff products are regulated as cosmetics provided that they control acne or dandruff through cleansing, moisturising or exfoliating.
